Ms. Ruane earned her master’s degree in health promotion and disease prevention from Florida International University and brings 16 years of combined experience in grants policy and grants management to her position.
She began her federal career in grants management at the National Heart, Lung, and Blood Institute (NHLBI), where she negotiated and managed awards for multiple research and development programs. She then moved to the NHLBI Office of Policy for Extramural Research Administration, where she served as a grants policy officer, providing guidance to internal and external stakeholders on NIH's programs, policies, and procedures.
Prior to joining NICHD, she served as a grants policy analyst at the Medical Research and Development Command (MRDC), within the U.S. Army Medical Research Acquisition Activity. In this role, Ms. Ruane led efforts to update and maintain grant policies, oversee internal control assessments, and provide guidance to grants management staff on the impact of regulatory and legislative changes. Additionally, she played a key role in developing MRDC’s foreign influence mitigation strategies.
