The NICHD receives its funding through an annual congressional appropriation. Every year, the President submits a budget request to the House Appropriations Committee Labor, Health and Human Services, and Education Subcommittee and the Senate Appropriations Committee Labor, Health and Human Services, Education, and Related Agencies Subcommittee. These subcommittees conduct hearings on the accomplishments and needs of HHS and the NIH before the agency budget requests are approved by congress.
The NICHD Director is called upon to testify before the subcommittees in person, or to submit an opening statement in writing related to the Institute's congressional budget justification (CJ). In addition, the NICHD Director might be called to testify or provide a statement on an issue related to the NICHD's mission that is being discussed by a committee or subcommittee.
